The casinos below are ranked on their records rather than their welcome offers. Each holds an Anjouan license matched against the register on the date shown in its box, and each box places the most serious finding on that casino beside its bonus. A large bonus earns no position on its own; a clean complaint record and verified payment terms carry more weight. Where a casino's record has worsened, its position has moved with it.
Ratings are our score out of 10 across wagering, payout speed, minimum deposit and listed license. Offers, terms and listed licenses as of 26 Oct 2026 and subject to change; check current terms on each casino's site. 18+ · T&Cs apply.
Every casino on this page is assessed against documents rather than its own marketing. The license claim, the terms and the complaint record are checked separately, because a casino can pass one test and fail another. A casino that displays an Anjouan seal has made a claim; the register entry, where one exists, is the evidence.
For each casino, we search the license register by domain and by company name, then record the license number, its status and the date of the check. We then read the current terms for the welcome offer, the wagering requirement and its basis, the withdrawal limits and the documents requested for verification. Complaints are gathered from public complaint sites and dispute services, and each one is logged with its source, the date captured and the number of cases. Where the terms are silent on a point, the point is left out of the review rather than filled with an assumption. The record that results is what each casino box summarizes.
A ranking that ignores its own findings is decoration, and this method is built to avoid that. A casino with a generous welcome offer and a cluster of unresolved withdrawal complaints is placed below a casino with a modest offer and a clean record. A license that cannot be matched to the register removes a casino from the list entirely. When a finding changes, whether through a new complaint pattern or a revised term, the casino's position is reassessed at the next review. The rankings therefore describe conduct on record, not the size of a promotion.
An Anjouan gaming license is an internet gaming permit issued in the name of Anjouan, one of the 3 main islands of the Union of the Comoros. The issuer traces its authority to the Computer Gaming Licensing Act of 2005, passed while Anjouan held considerable autonomy within the union. It publishes 2 license categories: a B2C license for operators that take bets and a B2B license for the suppliers behind them. Low fees and fast approval are the selling points advertised to operators; the legal footing beneath them is the point in dispute.
The answer depends on which document is read. The licensing website, which trades as Anjouan Gaming, names the Anjouan Offshore Finance Authority (AOFA) as the competent authority and Anjouan Licensing Services Inc. (ALSI) as the license administrator, and register numbers carry the ALSI prefix. Other material refers to an Anjouan Gaming Board, an Anjouan Gaming Control Board or an Anjouan Betting and Gaming Board, and no single document sets out how these names relate. ALSI began issuing licenses in May 2023.
The national authorities reject the structure. In December 2025, the Central Bank of the Comoros described AOFA as a fictitious entity, in a warning aimed mainly at financial licenses, and a former attorney general of the Comoros later called ALSI an illegal entity. Anjouan Gaming maintains that its licenses are valid and cites an independent legal opinion, but it has not named the law firm or published the opinion. The seal on each casino on this page therefore rests on an authority that the country it claims to represent does not recognize.
On paper, the conditions are more demanding than the license's reputation suggests. Operators may not sublicense, and in July 2026 a B2C license was revoked with the published reason "Illegal sublicensing". Platform and game suppliers must hold an Anjouan B2B license or a recognition certificate. The October 2026 license conditions bar operators from serving players in Australia, Austria, the Comoros, France, Germany, the Netherlands, Spain, the United Kingdom and the United States, as well as sanctioned jurisdictions and countries under a Financial Action Task Force (FATF) call for action. The same document states that a country's absence from that list does not make gambling there lawful. What the conditions require and what licensees do are separate questions, and the register records only the first.
The rulebook has grown through 2026. A revised Certificate Verification Framework took effect on April 1, 2026, and every licensee must now name an alternative dispute resolution (ADR) provider. In July 2026, the issuer reported more than 1,650 licenses issued, close to 1,500 of them active.
After the FATF published its report on gaming and gambling risks in September 2026, the issuer said it had strengthened its license conditions and application requirements, though it has not published a list of what changed. A KYC and AML code dated October 13, 2026 appears in the current conditions, with its start date left to a later notice. In October 2026, The Guardian reported that the government of the Comoros had asked British authorities for help investigating the licensing network. The rules are tightening on paper while the authority that writes them remains in dispute.
A license claim in a casino footer costs nothing to make, and a register check costs little more. The difference between the two is the difference between an assertion and a record. A check confirms only what the issuer holds on file, however, and on this license that file carries its own dispute.
The issuer's verification tool accepts a license number, a company name or a domain, and returns whether it matches a record. Reports from July 2026 found that the register page itself displayed no browsable list of licensees, so the check works only when the name or number is already known. Each B2C license covers approved domains, and activity on an unapproved domain breaches the license conditions. A match for the company therefore means little unless the domain in the address bar matches as well. We record the license number, the company, the approved domain and the status on the day of each check.
A seal is an image, and an image can be copied onto any site. A working seal links to a validation page on the issuer's own domain; a seal that links elsewhere, or nowhere, proves nothing about the casino displaying it. Even a valid match confirms only that the issuer lists the operator. It does not confirm that the operator may serve players in their country, that its terms are fair, or that the government of the Comoros accepts the license. The seal answers the narrowest question on this page and leaves the larger ones open.
Safety at an Anjouan casino depends far more on the operator than on the license. The license imposes written duties on identity checks and dispute handling, and some operators meet them. Others carry the same seal while running practices the conditions forbid. The register does not distinguish between the two; only each casino's own record does.
Anjouan licensees must verify players under know-your-customer (KYC) and anti-money-laundering rules, and the issuer says it tightened those rules in 2026. The rules set a minimum; they do not fix the timing. A casino that checks identity at sign-up and a casino that asks for documents only when a withdrawal is requested both satisfy the wording, yet only the second holds a player's balance while the check runs. Each casino box reports the verification timing stated in that casino's terms.
Every licensee must now designate an approved ADR provider, an independent body that rules on complaints the casino fails to resolve, and the operator pays for it. Industry reports from October 2026 describe 1 approved provider in place and 2 more in preparation, with the issuer assigning a provider to any operator that does not choose one. On paper, that resembles the dispute route Curaçao requires of its own licensees. In practice, the route is new, and no body of decisions exists yet to show how it treats players. Until those decisions accumulate, the dispute service is a promise more than a record.
One Anjouan-licensed casino describes its service as a "true player-first experience", and many players at Anjouan casinos are paid without incident. The complaints that do surface follow a narrow pattern. About 25 public reviews of the licensing body, dated January to July 2026 and captured on October 21, 2026, center on 2 behaviors: casinos withholding winnings or closing accounts after a large win, and the licensing body not responding when players escalate. A complaint reported by FinTelegram describes the same sequence at a single casino, where 3 withdrawals requested in July 2026 stayed pending although the account had already passed verification, according to the player.
The sample is small and self-selected, so it cannot measure how often the problem occurs. What it does show is where disputes arise when they arise: at the point of withdrawal, after the deposit has already been accepted.
The register has grown from its first licenses in May 2023 to more than 1,650 issued by July 2026, yet a new Anjouan seal does not always mean a new casino. Some established brands have moved to Anjouan from Curaçao; BC.Game made the switch at the end of 2024, according to a presentation reported by SBC News. A genuinely new casino presents the opposite problem: a launch offer built to attract deposits and almost no record to test it against. Neither case can be judged from the license date alone. A new casino joins this page only once its terms have been read and its payment record has had time to form, and its box states how long it has operated.
Anjouan casino bonuses are advertised by their size and decided by their terms. Each casino sets its own wagering requirements, so the gap between the headline figure and its real cost varies from one site to the next. A large match bonus with heavy wagering can be worth less than a small offer with none. Each box on this page places the wagering requirement, and what it applies to, beside the bonus amount.
No deposit bonuses and free spins carry the lowest entry cost and some of the tightest conditions. Their value is decided by 3 terms: the cap on what can be withdrawn from winnings, the games that qualify and the period before the offer expires. A spin package reduced to little by a low withdrawal cap is still marketed by its number of spins. Each box reports the withdrawal cap where one applies.
A wagering requirement sets how much must be staked before bonus funds can be withdrawn, and its basis changes the result. As an illustration, a €100 bonus at 35x the bonus requires €3,500 in qualifying bets. The same 35x applied to a €100 deposit plus the €100 bonus requires €7,000. Games also count toward the requirement at different rates, so a target met on slots can take far longer on table games. Two offers with the same multiple can therefore differ by thousands of euros in required play.
Payment options at Anjouan casinos range from cards and e-wallets to bank transfers and vouchers, and the list differs at every site. The method matters less at deposit than at withdrawal, where limits, fees and verification all apply. Our payments guide covers each method in detail; the points below recur across the register.
Some Anjouan casinos take payments through a payment agent registered in another country rather than through the casino's own company. FinTelegram's reporting traced one such chain from an offshore casino, through a payment agent in Cyprus, to European payment networks. What that structure suggests is that the name on a card or bank statement may differ from the casino's brand, and that a dispute with the payment agent falls outside the license entirely. Each box lists the deposit methods confirmed in the casino's current cashier.
Advertised withdrawal speeds usually describe processing, the time a casino takes to approve a request, not the time the money takes to arrive. A casino that states it approves withdrawals within 24 hours may still leave a bank transfer several days in transit, and the approval clock does not start until verification is complete. Weekly and monthly caps can matter more than either, because a large win paid in capped instalments reaches the player over months. Each box separates the operator's stated processing time from the transfer time and lists any cap.
Anjouan betting sites operate under the same license as the casinos, and they inherit the same unresolved questions. A single B2C license can cover sports betting alongside casino games and poker, so many sites run a sportsbook and a casino from one account. In June 2026, as large operators raised concerns about unlicensed betting ahead of the World Cup, the licensing body issued a statement denying that its licenses are designed for worldwide use. SBC News observed at the time that many of its licensees present themselves as global all the same. Our betting sites guide covers the sportsbooks in full.
Market depth varies far more than the shared license implies. A sportsbook supplied by a large betting platform can carry thousands of in-play markets, while a casino-first site may offer little beyond the major football leagues. The license conditions require suppliers to hold an Anjouan B2B license or a recognition certificate, so the platform behind a sportsbook sits on a register of its own.
Free bets are governed by terms separate from casino bonuses, and minimum odds, stake rules and expiry periods decide their value. A €20 free bet that returns only the winnings is worth less than €20 in cash, however it is advertised. Each betting site's box reports the minimum odds and whether the stake is returned.
Anjouan and Curaçao are often presented as interchangeable offshore licenses, and their written requirements have grown closer. The difference lies in who stands behind each one. Curaçao's regulator acts under a national law that its own government enforces; Anjouan's acts under a law that the government of the Comoros disputes.
Curaçao replaced its old master license system with direct licensing when its National Ordinance on Games of Chance (LOK) took effect on December 24, 2024. Its regulator, the Curaçao Gaming Authority (CGA), now licenses operators itself, registers each player-facing domain and issues color-coded digital seals tied to license status. Anjouan also licenses operators directly and approves each domain, so on paper the 2 frameworks now look alike.
| Area | Anjouan | Curaçao |
|---|---|---|
| Legal basis | Computer Gaming Licensing Act of 2005 | LOK, in force since December 24, 2024 |
| Issuing body | ALSI, on behalf of AOFA | Curaçao Gaming Authority |
| Standing of the issuer | Disputed by the government of the Comoros | Established under national law |
| Domains | Approved per license, €500 per extra domain | Each player-facing domain registered |
| Complaint route | Designated ADR provider, required from 2026 | ADR paid for by the operator |
| Reporting | Quarterly reports to the issuer | Periodic complaint reports by status and category |
Curaçao's complaints policy, in force since June 18, 2025, requires a free internal complaints process, sets response deadlines and sends unresolved cases to ADR at the operator's expense. The same policy states that the CGA does not decide individual player complaints itself. Since January 2026, Curaçao operators have also had to report their complaints to the regulator. Anjouan's ADR requirement arrived in 2026 and has no comparable record yet. The frameworks have converged on paper; the institutions enforcing them have not.
Anjouan license conditions require operators to protect vulnerable players, prevent underage gambling and provide responsible gambling tools. The marketing around some licensees points the other way. In October 2026, The Guardian reported finding Anjouan-licensed casinos advertised as alternatives to Britain's GamStop self-exclusion scheme, and one operator contacted its reporter more than 100 times with gambling incentives after the reporter had stopped betting. A self-exclusion registered in one country does not reach a casino licensed elsewhere, and that gap is what such advertising relies on. No casino promoted in that way appears on this page.
Deposit limits, loss limits, session reminders, time-outs and account self-exclusion are offered at some Anjouan casinos and absent at others. Where they exist, they usually sit in the account settings or on the responsible gambling page. Each box lists the tools confirmed at that casino.
Online gambling is for adults aged 18 or over, and a higher minimum applies wherever local law sets one. Gambling Therapy provides free, confidential support in several languages to players in any country, and Gamblers Anonymous holds meetings worldwide. National help services, where they exist, also manage self-exclusion from locally licensed sites.
The answer is contested. Anjouan Gaming, which issues licenses through ALSI on behalf of AOFA, maintains that every license is valid. The Central Bank of the Comoros has described AOFA as a fictitious entity, a former attorney general has called ALSI illegal, and in October 2026 the government of the Comoros sought British help to investigate the network. A register match confirms the issuer's record, not the outcome of that dispute.
The October 2026 license conditions exclude Australia, Austria, the Comoros, France, Germany, the Netherlands, Spain, the United Kingdom and the United States, along with sanctioned jurisdictions and countries under a FATF call for action. The conditions also state that absence from the list does not make gambling lawful in a country.
Each license is issued to a company, and one company can run several brands. Whether an account carries across those brands is set by each operator's terms, not by the license. Shared ownership does not by itself mean shared accounts, shared balances or shared bonus eligibility.
The issuer's verification tool confirms individual matches by license number, company name or domain, but reports from July 2026 found no browsable list on the register page. The issuer reported more than 1,650 licenses issued by July 2026, close to 1,500 of them active. That figure counts companies and suppliers rather than individual casino brands.
